Zu diesem Anlass waren mehr als 80 internationale Partner*innen gekommen, die Ideen f&uuml;r die Zukunft des Forums und der Museen entwickelt haben. <\/div>\t\t\t\t\t\t\t\t\t<div class=\"insignificant\">\u00a9 Stiftung Humboldt Forum im Berliner Schloss \/ David von Becker<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<\/figcaption>\n\t\t\t\t\t\t\t<div class=\"lazy-media-info-head-border\"><\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t<\/div>\n\t\t\t\t\t<\/figure>\n\t<\/block-header>\n<\/section>\n\n<section class=\"block block-copy\">\n\t<div class=\"container-fluid\">\n\t\t<div class=\"row\">\n\t\t\t<div class=\"col-md-5 col-md-offset-1 margin-bottom-third\">\n\t\t\t\t<div class=\"box\">\n\t\t\t\t\t<div class=\"copy editor\"><p><strong>W\u00dcRDE \u2013 KONTINUIT\u00c4T \u2013 TRANSPARENZ \u00a0<\/strong><\/p>\n<p><strong>Wir, die unterzeichnenden Teilnehmer*innen des Er\u00f6ffnungssymposiums des Humboldt Forum vom 12. \u2013 14. September 2022, haben im Angesicht der ernsthaften Herausforderungen des Klimawandels f\u00fcr die \u00f6kologische Stabilit\u00e4t und die Menschheit die folgenden Ideen, Vorschl\u00e4ge und Erwartungen entwickelt <\/strong><\/p>\n<p>und rufen das Humboldt Forum auf, seine Rolle und Verantwortung anzuerkennen in Hinblick auf die F\u00f6rderung und Gew\u00e4hrleistung internationaler und interkultureller Zusammenarbeit. Damit verpflichtet sich das Humboldt Forum als verl\u00e4sslicher Partner langfristig zu agieren um Vertrauen aufzubauen \u00fcber Regionen hinweg f\u00fcr und mit unterschiedlichen Gemeinschaften. Das Humboldt Forum und seine Akteure sorgen in Bezug auf seine Strukturen und Ressourcen f\u00fcr Zug\u00e4nglichkeit und Transparenz. Internationale Partner*innen werden als ein zentraler Akteur der Organisation anerkannt.<\/p>\n<p>Das Humboldt Forum und seine Akteure erkennen den Wert der Sammlungsbest\u00e4nde f\u00fcr die Weltgemeinschaft und ihre Herkunftsgemeinschaften an. Die sogenannten \u201eObjekte\u201c oder \u201eAusstellungsst\u00fccke\u201c sind nicht auf blo\u00dfe Dinge oder Artefakte zu reduzieren, sondern als \u201eCultural Belongings\u201c anzuerkennen. Sie vermitteln Beziehungen zwischen Menschen, Orten, kulturellen und k\u00fcnstlerischen Praktiken, die sich auf Vergangenheit, Gegenwart und Zukunft beziehen. Ein ad\u00e4quater Umgang mit den \u201eCultural Belongings\u201c impliziert ferner ein Engagement zur Pflege und Schutz der damit verbundenen Orte (Territorien) und Habitate. In Bezug auf die Sammlungsbest\u00e4nde erkennt das Humboldt Forum und seine Akteure einen Auftrag an, der ihnen von der internationalen Gemeinschaft zugeschrieben ist. Die Leitungen des Humboldt Forums stehen in einer besonderen Verantwortung diesem ethischen Auftrag gerecht zu werden, indem sie ad\u00e4quate institutionelle F\u00e4higkeiten und Ressourcen zu seiner Erf\u00fcllung entwickeln und sicherstellen.<\/p>\n<p>Respekt vor Eigentum, Einverst\u00e4ndnis, W\u00fcrde sowie kulturelle Selbstbestimmung sind zentrale Leitmotive im Humboldt Forum als ein lebendiger Ort, an dem sich vielf\u00e4ltige kulturelle Praktiken, k\u00fcnstlerische Produktivit\u00e4t, Geschichten und Erz\u00e4hlungen in unterschiedlichen Formen entwickeln und entfalten k\u00f6nnen. Um dies nachhaltig zu gew\u00e4hrleisten, sind angemessene Strukturen und Rahmenbedingungen sicherzustellen.<\/p>\n<p>Das Humboldt Forum erkennt vielf\u00e4ltige Wissensformen an, in denen indigene, lokale und biografische Erfahrungen und Praktiken zentral und sichtbar werden. Dieses Verst\u00e4ndnis dient als Leitprinzip f\u00fcr die Arbeit und Aktivit\u00e4ten des Humboldt Forums in seinen unterschiedlichen Handlungsfeldern u.a. in der Provenienzforschung, der Ausstellungs- und Programmgestaltung ebenso wie in einem kultursensiblen Umgang mit Sprache und Terminologie.<\/p>\n<p>Dar\u00fcber hinaus soll das Humboldt Forum strukturelle Teilhabe, R\u00e4ume und Partizipationsm\u00f6glichkeiten f\u00fcr Kulturschaffende, K\u00fcnstler*innen oder Community-Vertreter*innen sicherstellen, die zu ihren eigenen Bedingungen produktiv werden.<\/p>\n<p>Das Humboldt Forum nimmt seine Verantwortung als \u00f6ffentliche Einrichtung wahr \u00fcber eine aktive Beteiligung an \u00f6ffentlichen Diskursen und in dem es breite Sichtbarkeit schafft und sich f\u00fcr die Interessen seiner internationalen Partner*innen einsetzt.<\/p>\n<p>Die internationalen Partnerinnen des Humboldt Forum schlagen folgende Handlungsfelder vor:<\/p>\n<ol>\n<li><strong>St\u00e4ndige Indigene Vertretung<\/strong><\/li>\n<\/ol>\n<p>Die St\u00e4ndige Indigene Vertretung ist ein physischer Raum im Humboldt Forum f\u00fcr und im Dienst von Indigenen und internationalen Gemeinschaften und ihrer Anliegen. Sie schafft eine selbstbestimmte \u00f6ffentliche Sichtbarkeit in Anerkennung ihrer derzeitigen Unterrepr\u00e4sentation im politischen Raum. Die mit ausreichenden Ressourcen ausgestattete Indigene Vertretung bietet Begegnungs- und Dialogm\u00f6glichkeiten mit Personen anstelle von &#8222;Objekten&#8220;. Die Indigene Vertretung steht ein f\u00fcr das Wissen und f\u00fcr die Technologien Indigener Gemeinschaften sowie f\u00fcr \u00f6kologische Nachhaltigkeit und f\u00fcr Ma\u00dfnahmen und Projekte zum Schutz der Umwelt und der Sicherstellung nat\u00fcrlicher Ressourcen f\u00fcr die lokalen Gemeinschaften. Die bestehende westliche Dichotomie zwischen Natur und Kultur soll kritisch \u00fcberpr\u00fcft, stattdessen ein umfassendes Verst\u00e4ndnis von Habitat und Kultur anerkannt werden.<\/p>\n<p>Die indigene Vertretung steht ein f\u00fcr aktuelle Themen ihrer Gemeinschaften und macht diese einer breiten \u00d6ffentlichkeit sichtbar. Es adressiert Themen wie z.B. gef\u00e4hrdetes Kulturerbe inkl. Sprachen oder Praktiken und dient als Anlaufstelle f\u00fcr den Aufbau dauerhafter Netzwerke zu anderen zivilgesellschaftlichen Organisationen. Die Indigene Vertretung wird zudem ad\u00e4quat ausgestattet um Rechtsexpertise in einem transkulturellen Kontext bereitzustellen um dadurch Rechtspluralismus im Kontext von Verhandlungen zwischen Kulturen und Nationen zu f\u00f6rdern.<\/p>\n<ol start=\"2\">\n<li><strong>Weltkonferenz zu Themen wie Restitution und Repatriierung<\/strong><\/li>\n<\/ol>\n<p>Bis Ende 2024 ist eine mehrt\u00e4gige Konferenz mit dem Humboldt Forum und internationalen Partnern zu Themen rund um Restitution und Repatriierung abzuhalten. Die Tagung soll Leitideen und praktikable L\u00f6sungen zu unterschiedlichen Fragestellungen bereitstellen, die in der deutsch-internationalen Debatte \u00fcber Restitution wiederholt adressiert werden, wie zum Beispiel: Wo ist die Anlaufstelle bei einer Restitutionsanfrage? Was ist operativ zu tun? Wie sieht ein w\u00fcrdevoller Restitutions- oder Repatriierungsprozess aus? Wie funktioniert der Zugang zu Depots\/Sammlungsbest\u00e4nden, Archiven und Datenbanken? Was sind die Mitgliedschaftskriterien? Die Konferenz leistet die Vorarbeit um Grundlagen zu schaffen f\u00fcr die Einrichtung einer Kontakt- \/ Beratungsstelle im Humboldt Forum, um bei Restitutionsprozessen zu beraten und zu unterst\u00fctzen sowie Transparenz und kulturell angemessene (w\u00fcrdevolle) Verfahren sicherzustellen.<\/p>\n<ol start=\"3\">\n<li><strong>Sprachkulturen <\/strong><\/li>\n<\/ol>\n<p>Ein angemessener und sensibler Umgang mit Sprache ist zentral f\u00fcr die Arbeit des Humboldt Forums. Wo immer m\u00f6glich, sind Originalbegriffe aus der Herkunftssprache zu verwenden. Denn alle \u201eCultural Belongings\u201c haben durch ihre Namen in der Herkunftssprache eine Identit\u00e4t. Sprache ist Wissenstr\u00e4ger und vermittelt auf einer weiteren Ebene Informationen \u00fcber die Objekte aus der Herkunftsgesellschaft. Say their names!<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"4\">\n<li><strong> Das Zirkulationsprinzip<\/strong><\/li>\n<\/ol>\n<p>Das Zirkulations- oder Kreislaufprinzip dient als ein Leitprinzip f\u00fcr k\u00fcnftige Ausstellungs- und Programmkonzepte des Humboldt Forum. Es umfasst den Austausch zwischen Menschen, Ideen und \u201eCultural Belongings\u201c z.B. durch transnationale Kulturprojekte, Residenzen und Austauschprogramme insbesondere f\u00fcr junge Menschen. Das Prinzip der Zirkulation wird dar\u00fcber hinaus im Sinne von Transparenz verstanden. Es umfasst die Bereitstellung und den Zugang zu Daten, Informationen und Ressourcen. Als erster Schritt zur Umsetzung wird vorgeschlagen, eine multiversale und mobile Ausstellung kollaborativ zu entwickeln und zu kuratieren, um Geschichten der \u201eCultural Belongings\u201c aus\/in verschiedenen Regionen zu erz\u00e4hlen und zu teilen. Die Ausstellung wird auf allen Kontinenten gezeigt \u2013 in l\u00e4ndlichen und urbanen R\u00e4umen. Das Ausstellungskonzept soll auf der Idee einer \u201ewachsenden Ausstellung\u201c basieren, angereichert durch Perspektiven und Wahrnehmungen von Personen und Besucher*innen aus aller Welt. Durch vergleichende Ans\u00e4tze (Beispiel Web- oder Flechtkunst) kann ein m\u00f6gliches Thema entwickelt werden.<\/p>\n<ol start=\"4\">\n<li><strong>Silent Projects<\/strong><\/li>\n<\/ol>\n<p><em>Silent Projects<\/em> adressieren den Bedarf an prozessorientierten und ergebnisoffenen Projekten ohne vorbestimmte Ausspielungs- oder Produktionsformate. <em>Silent Projects<\/em> schaffen sichere R\u00e4ume f\u00fcr Begegnungen, Experimente, dekoloniale Praxis, Vertrauensbildung sowie kulturelle Praxis, die von Menschen und \u201eCultural Belongings\u201c ausgeht.<\/p>\n<ol start=\"5\">\n<li><strong>Neues Museum <\/strong><\/li>\n<\/ol>\n<p>Die internationalen Partner*innen empfehlen Dezentralisierung als Organisations- und Arbeitsprinzip, langfristige und nachhaltige Zusammenarbeit zwischen Gemeinschaften \u2013 nicht nur die Anerkennung immaterieller Kulturg\u00fcter sondern die Erfahrbarmachung und Vermittlung in Verbindung zur zeitgen\u00f6ssischen k\u00fcnstlerischen Praxis (Musik\/Sound\/performative und bildende Kunst). Ferner werden empfohlen die Entwicklung von Outreach- und Inreach Programmen f\u00fcr diverse Zielgruppen, die verst\u00e4rkte Entwicklung kollaborativer Bildungsformate sowie partizipative und innovative Kulturprogramme f\u00fcr ein junges Zielpublikum.<\/p>\n<p>Wir, die Teilnehmer*innen, schlagen o.g. Punkte\/Konzepte vor. In doing so the Humboldt Forum is committing itself to continuingly act as a reliable partner in building trust across different regions and communities. The Humboldt Forum and its constituting stakeholders shall ensure accessibility and transparency also in regards to its structures and resources. International Partners are recognised as key stakeholders of the organisation.<\/p>\n<p>The Humboldt Forum recognizes the value of its collection towards the world community and its source communities. The so called \u201cObjects\u201d or \u201cexhibition items\u201d are not to be reduced to mere things or artefacts, but understood as Cultural Belongings. They convey relationships between people, localities, cultural and artistic practices, relating to the past and the present and the future. The safekeeping of Cultural Belongings implies care and protection of their connected territories and habitats. The Humboldt Forum and their stakeholders recognize their mandate towards their collection, as being constituted and provided by the international community. The leading management of the Humboldt Forum has a key responsibility towards this ethical mandate, in ensuring the necessary capabilities towards its fulfilment.<\/p>\n<p>Respect of ownership, consent, dignity and as well as cultural self-determination are key guiding principles of the Humboldt Forum, a lively place where divers cultural practice, artistic productivity, stories and narratives can develop and evolve in different forms. In order to ensure this in a sustainable way, necessary structures and conditions shall be generated.<\/p>\n<p>The Humboldt Forum recognizes diverse forms of knowledge in which Indigenous, local and biographical experiences and practices are central and visible. This understanding shall determine the operation of the Humboldt Forum in different fields, including provenance research, exhibition making and programming. It also determines its cultural policy, such as use of language and terminology.<\/p>\n<p>Furthermore, the Humboldt Forum shall ensure structural accessibility, spaces and means of participation for cultural practitioners, artists or community representatives to be productive on their own terms. The Humboldt Forum as a public institution takes on its key role to ensures societal relevancy in creating public visibility and advocating for the interest of its international stakeholders.<\/p>\n<p>The international participants at the Humboldt Forum are proposing following fields of action:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li><strong>Indigenous Embassy<\/strong><\/li>\n<\/ol>\n<p>The Indigenous Embassy is a physical space in the Humboldt Forum for and in service of Indigenous People and international participants wishing to advance their issues and to increase their visibility based on self-representation in recognition of their current under-representation in the political sphere. The Indigenous Embassy, provided with sufficient resources, provides encounters and dialogue with Peoples instead of &#8222;objects\u201d advocating for the knowledge and technologies of Indigenous Communities, for example, on ecology or sustainability, immediate actions \/ projects should be taken to enforce actions on local mitigation efforts to protect the environment and natural resources in communities. The pre-existing western dichotomy between nature and culture shall be critically reviewed, instead a holistic understanding of habitus and habitat shall be recognized.<\/p>\n<p>Furthermore, the Indigenous Embassy will make current community issues, including disappearing languages or endangered cultural heritage, visible to a broad public working as a point of reference in building lasting networks to other civic organizations. The Indigenous Embassy will be supported to provide legal expertise in a transcultural context to foster legal pluralism in negotiations between cultures and nations.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><strong>World Conference on issues including Restitution \/ Repatriation<\/strong><\/li>\n<\/ol>\n<p>Before the end of 2024 we will convey a Multi-day conference with the Humboldt Forum and international partners to address topics related to restitution and repatriation. The conference shall provide guiding principles and workable solutions to various set of questions reoccurring in the German-international debates on restitution, such as: Where is the point of contact in a restitution request? What is to be done operationally? What does a dignified restitution\/repatriation look like? How does access to depots, archives and databases work? What are the membership criteria? The conference shall set up the ground work in establishing a contact point \/ consultancy office in the Humboldt Forum, to channel and guide restitution processes ensuring transparency and cultural dignity.<\/p>\n<ol start=\"3\">\n<li><strong>Cultures of language<\/strong><\/li>\n<\/ol>\n<p>An appropriate and sensitive use of language is central to the work of the Humboldt Forum. Whenever possible, original terms from the native language shall be used. Because all &#8222;cultural belongings&#8220; have an identity through their names in the language of origin. Language is a carrier of knowledge and conveys information about the objects from the community of origin on a further level. Say their names!<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><strong>The Circulation Principle<\/strong><\/li>\n<\/ol>\n<p>The Circulation Principle is a guiding principle for future exhibitions and programme strategies of the Humboldt Forum. It includes circulation of people, ideas and cultural belongings through residencies and transnational cultural projects, exchange programs especially for young people. The principle of circulation is further understood in terms of Transparency, in circulating and sharing data, information, assets and resources. To kick-start this principle, a multiversal and mobile exhibition shall be co-curated, developed collaboratively to share stories of Cultural Belongings from different regions. The exhibition will be shown on all continents &#8211; in rural and urban spaces. The exhibition concept shall be based on the idea of a &#8222;growing exhibition&#8220; enriched by perspectives and perceptions from visitors around the world. A possible theme can be developed through means of comparing topics (example: the art of weaving).<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"5\">\n<li><strong>Silent Projects<\/strong><\/li>\n<\/ol>\n<p>We recognized the need for process-oriented projects without predetermined results or a production outcome.
